Are we enforced to used AFCI breaker on panel upgrades as of 2014 in NJ? I have a 200A panel swap from 30 cts to 42cts coming up and i just want to make sure my foreman did his due diligent and pricing it right.

As of right now, no, we don't have to use AFCI's in a service upgrade. You also don't have to use them when rewiring an existing part of the house. You only need to use them when adding new circuits and those circuits requires them.

As for the 2014 code and what happens when we adopt it, I have no clue. NJ will probably make amendments, hopefully a LOT of amendments because from what I've heard of the 2014 it's pretty damn terrible.
