90 deg rated nm-b (1987 to present)

60 deg rated nm (old days prior to 1987) . How old is your 10-3?

note- final rating for all romex type cable is 60 c for use.

It means that even though the NEC requires nm-b to be constructed with 90 deg conductor rating, it also limits its use to the 60 degree column of table 310-16 for conductor ampacity. Built in de-rating .

I would have bet money that 90c rated NM came out in the 70's.

I was wiring houses and apartments in the mid 70's and there was some kind of change in romex in that the conductor insulation changed from being similar to TW to being similar to THHN. Now I don't know if the jacket or ratings were officially changed, but the conductor insulation was different. I thought the supply house called in NM-B but I could easily be wrong (as your link shows).
