Have a 400 amp 480v panel feeding a 75kva trans which supplies 120/208v to a 200amp main breaker panel. SDS, Ground going to trans from bldg steel. Is the 200 amp panel considered a main and should the neutral and ground be bonded? Inspector is telling me no bond! Code reference?

Needs a bond in the transformer OR in the first disconnect.. AHJ may have a preference.
