I am required to connect new conduits to existing (empty) conduits but the existing conduits have hardened seals. Can the seals be removed and done so without damaging the seal body itself?

Yes the sealing compound can be removed. Usually use a screwdriver or small chisel to chip it out. It's much easier if there are no conductors to deal with.

So someone poured an empty seal and now you are connecting your conduit to it? If there's no wires in it, you could just cut the old one out, or spin it off, and replace with a new one... If they are in the middle of a run and can't be easily taken out, cut it in half, remove and replace with a new seal and a union (depending on piping situation)...
