Could be well water or plastic coming in.No WM ground? That usually takes the current back. I have only seen burnt cable lines twice when WMs have rotted out or been disconnected.

Just had a SC to a house with no N connection at the street at all, completely broken. Burnt up their router inside, melted the sealtite covering their cable drop where it was terminated male to female'd and burnt the insulation off their phone ground. Power still worked pretty well when I got there. Some blinking lights, nothing 240 working but they were sitting there watching TV.
