This sort of thing is typically determined by local code requirements, not programs. We cannot help you with that.

As I said, this is not something that is calculated, it is something that is regulated.
This forum is based in the USA. 99.9% of our members are NOT identified as being in Iran (surprisingly, 40 members are! But they don't log on very often).
We (the 99.9%) do not know what your local codes require for wire sizing and protective devices. We also do not deal with metric wire gauges so ampacity of said wire is a completely foreign concept to us, even if we were to take a stab at "calculating" wire sizing.
I can tell you however that the DIFFERENCE in wire size for motor leads going from a DOL starter vs a Star-Delta starter to the motor are that the SD wires can be 58% of the ampacity of the DOL wires, whatever that may be. But then again you need 6 cables instead of 3, so you are actually behind the cost point if that is what your concern is.
