If that's the case a standard switch into a 3 way will work.

If they want just one switch then you are looking for a center off, 3 position maintained switch. Something like Air Vent White Plastic Wall Switch - Ace Hardware

would have to check but i think that's a spdt switch with center off

What you're asking for sounds like a combination switch, like this one.

You can connect two separate circuits, one on each switch. Is this what you're looking for?

Thanks everyone for the replies. Yes i meant two separate 15 amp switch legs.
Operated from One
two-position switch.
The idea is to make it imposible to power both legs at the same time.
Thinking this "center off"
paddle might work.
It would be good to have something that
hard clicked in all three positions to ease control.

Then buy a single pole, double throw, 15 amp toggle switch.
Up on, center off, down on.
