Is it actually a violation to install electric baseboard heaters below a standard duplex receptacle? I've always believe it was but someone is saying otherwise.

I thought there was a code change some years back prohibiting having receptacle above electric BB units... either is was removed or never there..

II. Installation
424.9 General. All fixed electric space-heating equipment
shall be installed in an approved manner.
Permanently installed electric baseboard heaters equipped
with factory-installed receptacle outlets, or outlets provided as
a separate listed assembly, shall be permitted in lieu of a receptacle
outlet(s) that is required by 210.50(B). Such receptacle
outlets shall not be connected to the heater circuits.
Informational

Note: Listed baseboard heaters include instructions
that may not permit their installation below receptacle
outlets.

Seems to be almost boiler type language that there be no receptacles above an electric baseboard heater. If somebody knows of a brand that does not state that in their instructions, I'd like to know.
