I'm installing a 240v outlet for a Tesla outside at an apartment building parking space. The power source is going to be the apartment complex's house meter for that building, which is grouped together with aprox. 9 other unit's meters. How would I provide over-current protection for this?

A breaker in The house panel. If there's a meter there's a panel.
