Can't speak to New York code but the IBC requires 1 foot-candle measured at the floor level in the egress pathway.

I'm doing an LED rertro fit. Each floor in the hallway had every other fixture as an EM. Since we eliminated all the ballasts I needed to install EM wall packs. I spoke to an engineer today and he expressed that a EM light is need every 25'. But, couldn't clarify if it was a federal or state requirement. Since this job is under HUD jurisdiction.

Not sure if this was adopted or not, but it at least gives a detailed description:

1006.2 Illumination level.
The means of egress illumination level shall not be less than [2 foot-candles (22 lux) at the floor level in exits, at exit discharges, and in public corridors, and shall not be less than 1 foot-candle (11 lux) at the floor level in exit access components other than public corridors] 1 foot-candle (11 lux) at the walking surface level.

Note the exceptions, though. The requirements may be completely different for dwelling units and sleeping units in Groups I-1, R-1, R-2 and R-3.
