I need some assistance, here...

I have a building full of emergency light fixtures that are not working properly. I have swapped out the batteries, tested the connections, reworked some shoddy connections, checked the bulbs... and the damned floods are STILL not working.

Other than breaking our budget on 30 of these things, what else can I do??:mad:
