It's for bending conduit. You stick those spring things down inside the conduit and bend some how. There was a manufacturer called gator or some sh$& that made those for emt for electricians. They keep the bends tight and kink free or something.

Fairchild used to make jet engines among other things..

That box of parts was used to bend tubing and flair the ends for connectors..
