Flickering lights out of nowhere

Every light on 1 breaker just started rapidly and consistently flickering, no changes were made before hand. Just woke up this morning and they were all bad.

I have changed every bulb, checked all switches and fixtures for loose wires, checked the breaker as well moves the breaker to another location, push lock breakers.
I cant figure this out.
The circuit is for an addition to the house that was built about 10 years ago.
Any ideas? Thank you.
