I noticed a 400 amp generator being installed the other day for emergency power for a control house in a substation. They used parallel 1/0 for wire an only put an equipment ground in one run. what do you think wire to small? ground wire in both runs?

PVC conduit? Then yes.
Yes PVC but it has a 2' piece of LFMC to the disconnect in side with bonding bushings. 1/0 seems to small to me?
