15, one on for each couple lights and a couple for the restrikes.

Are those 400w or 1000W each?

Nope. California DSA jibs will no longer allow electrical conduit in block walls. All government jobs in California are going this way. The sad things is they added camera's and security after we were done. Looks like ****. I know.

120. There is no 277 in the school at all.

Why not use a contactor and sub panel and put all those lights on one switch.

Two whole amps per circuit? Stand the f**k back!
30 X 400 is 12,000 watts. In Canada we have 347 volt lighting or 35 amps.
Maximum OC protection for HID lighting in a commercial application is 20 amps where the voltage is 347 so the answer is 3 circuits and 3 switches with 35/3 = 12 amps on each 20 amp breaker but 15 amp preakers would work too.
