I just did a whole grain dryer, loading and unloading auger setup here in NJ. I ended up using a BW240 from schneider electric, aka square d. It was used on a 10hp single phase 240 motor controlled by a iec rated schneider starter with overload protection, coil voltage was 240.

Clean the grain dust out of the "Stop" contacts and fix the broken enclosure that's letting dust get at the contacts!

I would think that the 2 buttons are a stop /start , and they operate a contactor.

Just bypass them temporarily , one at a time , to verify that they are sending the signal to the coil of the contactor .

The unit wouldn't run at all, if there was something holding the stop contacts open. I vote for the holding contacts in the starter being fouled up by dust or debris.
The theory is proved by the fact that the start button, when held in, the unit runs.
