Im doing mostly residential wiring..would like to do more light commercial

I have a 9 story commercial buildings that I'm trying to separate items to put on the house panel .is it the landlord's responsibility for bathroom lights and recepticals that are not in a common area?

Well if they are not in a common area, they must be in a private area right?
If in an individual rental suite, they should be on that suites panel.
If in an building administrative office for the admin of the whole building I would put it on the house panel.

Everything in the common hallways, stairs, mechanical room for the common areas, exterior lights and receptacles.
If there are washrooms off of the lobby/hallways, those would also be on the house panels.
Washrooms which are in the tenant areas would be the responsibility of the tenant
