There is a hall with about 16 recessed can lights that aren't working. The voltage at the switch is good when on but when off there is a reading of 12 volts. After I tried a few things I cut the home run to check voltage and get 120v from the breaker and the other side of the wire I get 26v. There are 2 can lights coming from 8 j-boxes and other whips and pipe going to other misc. lights and devices. With this little of info does anyone have any ideas?

Those lower voltage readings are very likely phantom voltage.

gonna have to pull the trims, pop the top to access the j-box and check volts there. You've got power leaving the switch, but then where does it go? gotta poke around. Lost neutral?
