While doing resale inspections on DR Horton homes in Georgia, I have found at least 6 of these attempted Stupid fixes. Homeowners state a warranty company was sent to fix breaker shutting off issue less than 1 year after new home possession. Any one else seen this illegal and dangerous "fix" in panels? This was from a 2019 inspection I failed. I can usually tell prior to removing panel cover someone's been in it by only having to remove 2 of the 6 cover plate screws, and finding the other 4 on floor.

Its the drywall screw holding GFI breaker from closing due to fault !! These warranty companies sent by big builders are not qualified to do anything !! Period, not even oil a door hinge.😟

I’ve never liked the word illegal when describing a code violation. The NEC is not a law that can be broken.
HMM, I've testified in Court 4 times on criminal cases as an expert witness regarding Electricians operating without AHJ permits or Licenses and the home of customer that burned down due to them not following wiring basics in code book. In all cases the NEC 2017 was used to both prosecute and also used to sue individuals civilly for damages. If you fail to abide by it, I promise It will sink you to depths of Hell.
Here's a pic of most current lawsuit using NEC 2017 as evidence against an electrician doing side work with no permits.
