Hey guess, just wondering when sizing lighting loads do you go by the ballast or the lamp or both? Thank you

Here you go.

220.14(D) Luminaires. An outlet supplying luminaire(s) shall be calculated based on the maximum volt-ampere rating of the equipment and lamps for which the luminaire(s) is rated.

Both. If you look at the data sheet on any given fixture it will list the input wattage which includes both.
Rule of thumb used to be lamp wattage + 10% for the ballast. Electronic ballasts are more efficient than that now.
But it's still a good rule of thumb...
