According to NEC NFPA-30 Is lightning Air Terminals and lightning conductors required to be tied with building ground grid? What is the acceptable ground resistance for lightning protection per code?

Yes, the two systems must be tied together. The NEC doesn't address the resistance of lightning protection electrodes to ground. You need to look at NFPA 780.

Lightening protection is a somewhat specialized field, and in order to have the system certified, you kinda have to know what you're doing. Like air terminal placement, conductor type, max.bend radius, routing, approved hardware, ground ring, etc.

35 story building with a lightning mast had the down conductor run non stop in PVC conduit inside the building all the way to the main building ground buss at the water service entrance.

2 story phone equipment building had 4 down conductors outside the building into the ground to the ground ring that circled the building.
