is there any other methode of load calc other than the one I attached that shows a new service of 600A-1 phase.???????

Project: 15-unit apartmt bldg renovation. Every unit is simple one and requires an 2-ton A.C unit.

The Owners wants 400A-1phase , multi-meter service .

I think that is the best you can do, but you can use part III of art 220. I bet it will be higher
