Manitoba: Share Service Feed Multiple Panels

So we have a service meter on a pole (no breaker) that feeds our main house. We have a 200amp Square D load centre with 200amp main breaker in the house. We also have wires (looks to be 2x 4/0 aluminum underground service wires plus a large bare copper all in PVC conduit) disconnected and hanging outside. These used to feed an old barn, but were disconnected before we purchased this place. Not sure why, but I know they changed out the main panel in the house and also re-sided it at some point. These wires came into the house at some point previous (hole in sheathing that lines up).

The barn has its own 70 amp main breaker panel. Looks to be bonded and ground wire coming in from what I can only assume is a grounding rod.

Is it as simple as getting the PoCo to pull the meter, and Polaris splicing these wires into their service feed before the main breaker in the top of our panel (this is after their meter of course)?

I assume due to the age of when this was done, it was okay with a bare neutral and grounding rod at the barn.

They were likely disconnected for a reason.
