When u have to derate a conductor because there are more than 3 in a conduit you can start with the ampacity in the 90 degree column. Assuming your using a 90 degree rated conductor.

When wiring some AC and Refrigeration compressors you can use the higher values . Only some.

When derating is nessisary, or when a code rule requires you to calculate the required wire size for a given situation.

Off hand, that's motors, capacitors, heat, welders and transformers.
