Meter release

Im taking over a 6 gang meter with 3 meters left for release. My question is for those meters to be released do i need to have the subpanel with its circuits already ran or can the subfeed just be connected to the lugs?

he is the only one who will have your answer
local inspector and local rules
it doesnt matter that it makes you feel uncomfortable
every body has to learn to start with

how ever in my area the job must be complete before the final inspection and the utility will supply the meter
Why no ground bar and ground in the panel shown?

What in the world is the "U" piece of plastic doing going from side to side?

I have never seen a ganged meter section with out main breakers. That requires unfused conductors from the meter to the main breaker in the public domain. Not something allowed where I live and work.

Are you working from approved plans or is someone making this up as they go?

Im just arriving to the jobsite. That main panel will be changed.
Since it's been a few days...just what is the purpose of the 'U' between the 3 meter sides?
