Seems some wingnut hooked up a oven and did this cause they didn't have the proper breaker. Need I Say more. Enjoy..
After removing it I discovered they used car jumper cable clamps clamped to the busbar. There were 16 penny nails shoved in the 45 amp 2 pole breaker with the jumper cable cord wire nutted to the nails and wrapped in black tape. The white conductor was just used to support it from swinging down on the busbar. And at some point they shorted something out while doing this. That's what the black mark is on the wall.
Regardless of this horrible work within the panel I recommended the Stablock FP panel be replaced because its a hazard all on its own.

I cannot quite see from the picture, how did he attach to the bus bars?

Edit - I see your post now regrding the use of jumper cables. Leaves me almost speechless. I hope no one was paid to install this.

I don't even know why he put a breaker. He could have just went straight to the bus... amateurs...
