NC will not adopt new code until 2017

So yeah... basically since builders have lobbiest in their pocket, legislators in the great state of NC have agreed to not adopt new code each year because builders say it makes homes too expensive. However, commercial projects will still be subjected to the most recent versions. What do electricians think, do you think the latest version of the code should be used every time it is revised?

In Illinois each building department adopts the NEC it chooses, with or without amendments. None of them notify us of changes in NEC adoption or amendments. I routinely call inspectors for the rules-of-the-day. Even better in some departments you can get different answers from different inspectors in the same department.
Were in the same boat here in Missouri.
