In the basement, the cold water line has the electronic meter reader cord wrapped around it. It apparently isnt grounded because it is sparking with the natural gas pipe next to it. The customer taped the two pipes together because they realized the dimming lights in the house operated at full power when they touched. The tape melted because of the heat being created. How would I go about grounding that meter reader properly?
