If you need the work though I think there is a way to make it work. Not sure about your licensing in VA but you could just charge him an up front fee for the use of your license then everything else would be time charged. Don't warranty a thing though. Make it clear that your time will not be cheap either. Sounds like he's already got the cheap labor lined up.
