So here the cover Was not torqued properly which in my opinion aloud all sorts of elements in including condensation which at 3am is going to happen especially on those cold nights made a perfect conductor to an improperly grounded circuit. i repulsed new conductors to the trashed ones, properly grounded the circuit and put a cover suited for its elements been all year and no sparks I’ll check later this year when I have more time if the cover held up
Here’s another one same facility different fixture (needless to say the old electrician Is no longer there) Here’s a thought Someone else might se your work way up there!
Diagnosis;Burnt out ballast to an old fixture
Remedy; Retro fit corn light
