Anyone knows the code rule for NMD90 jacket part that should be left inside a box ? I know at least 150mm of free insulated conductor shall be left but having a hard time finding the part where it states the size of the jacketed part?

It must protrude beyond the cable clamp unless you use a bushing.
No rule other than that imo

There may be some edge cases where you'd want to keep the external insulation while passing nearby other circuit conductors, but that's not realistically ever a typical thing. Mofo has it though, proper install of the strain relief requires the cable to be present, not just the conductors.
