Quick question when using (non padlocking) snap on-handle locks on breakers in the ON position do they inhibit breakers from tripping and de-energizing the circuit due to a fault? Manufacturer specs say they can be used in the ON or the OFF position.

Obviously, they do not prohibit the breaker from tripping, just accidentally switching off.

they work on breakers manufactured for the last 20 yrs or so (breaker trips ok). I don't know about older stuff though.

No. Breakers are designed to trip free regardless of handle position.

Years ago I saw one that wasn't, but judging by how it crackled and buzzed when the lady held it closed to show me what was wrong, I'm gonna say that was not part of the design.
