I have a question where specifically you need to bond the neutral to the ground. Normally it is at the main panel, and all subpanels have the nuetral isolated from the ground, but what about in this instance:

200 amp service is tapped off the load side of the meter to two 150 panels. There is no disconnect between the meter and the two panels(10ft Feeder tap rule). Do you bond the nuetral in the gutter where the tap is made, and isolate the nuetrals on the two panels? Code references would be helpful. Thanks guys!

Install the bond screws in both panels.
Grounding per 250.64 (see (D) especially)
