Yes. There are certain services like content creation and such which are good for Fiverr. If you're looking for something a bit more involved I would go with oDesk. Either way I've had success with both of them.
Yes, I've used Fiverr for content and Odesk for some specific online marketing tasks. Fiverr is short and sweet, always have had good results. Odesk, just list a small job to test the person or multiple people. Then if you find one that does a good job, give them more work. I've been about 50-50 with Odesk. Not too sure I'm a big fan of tromping thru the mud to find some one who really wants to work on there.

Same thing with Odesk for me. Hired someone to work on our website and it was a disaster. Hired someone else for about the same price and it was a great experience.

So yes, you save money by outsourcing it, but even with all the positive ratings they may have on their profile, the whole thing is a crapshoot.
We have used oDesk quite a few times with mixed results. If you are trying to get the cheapest website built you need to make sure to have everything ready for whomever you hire or they will just make something you probably don't want. It's just like anything else out there if you don't know anything about the field that you are hiring the person for you need to either really trust the person or have someone that can inspect the work after or during the job. I would compare oDesk to something like Craigslist that you can find super great deals, but also you could get screwed over.
I had my website initially built by a Pakistani that I found on Freelancer.com

It cost $150 and he did a really nice job.

I've changed a lot of it, made it much better as far as SEO, added a lot of things, and added 30 pages to it. But the page that he built was the basework that I built off of, something I couldn't have done myself since I suck at images and design work. Definitely worth the $150.

Yeah, when you're trying to go cheap you can't leave anything to chance, otherwise they'll just do whatever they want. And good luck trying to get them to change it.
