There is nothing in the code book telling you how many threads have to be cut it just refers you to ---- ANSI/ASME B.1.20.1 - 1983 --- for additional information on your threads. Google it and it will show you how many you are supposed to have.

I always thought you tighten till it don't get tight no more. If you don't get all the threads then you a little girl or something.

344.28 Reaming and Threading.​
All cut ends shall be reamed or otherwise finished to remove rough edges. Where conduit is threaded in the field, a standard cutting die with a 1 in 16 taper (34 in. taper per foot) shall be used.
