So we fired up a contractor box separated between three boxs and it worked fine. We tried to fire them up a second time to test plugs and it started to buzz. When we did it a third time one rattled really bad then would stop. It was never consistent except the buzzing.

Try swapping your contractor box with a contactor box. Contractors don't work too well without excessive buzzing and they get really PO'd when you energize them. :laughing:

You either have chattering due to voltage drop, or are using cheap mechanical contactors that are prone to making noise.
