The evidence is behind the closed covers!

"adding a garage this year and I added a 200A panel in the garage fed underground from the barn with 250MCM AL which also feeds a 100A sub in the basement off a DP 60 breaker that supplies the heat pumps. Theres also a 200A main panel in the house fed 1/0AL underground from the barn electrical room that has all the essential loads tied..."

How is it allowed to dual supply the house and basement with now two different services?
Who said it ever was? (Legal)

None of my bosses raised any concerns, there’s only one meter cabinet, one service , the house basically has 2 sub panels fed off a 400A service, one fed 100A the other fed 200A. The service itself is in the barn
Yea, the service starts at the utility's point of attachment usually, and whether you got 1 meter, or 100, it's all considered one singular service.
