How is it allowed to dual supply the house and basement with now two different services?

None of my bosses raised any concerns, there’s only one meter cabinet, one service , the house basically has 2 sub panels fed off a 400A service, one fed 100A the other fed 200A. The service itself is in the barn

Yea, the service starts at the utility's point of attachment usually, and whether you got 1 meter, or 100, it's all considered one singular service.
