Its code to have a quick disconnect in lights, this applies to all new lights but does it apply to swapping out an old ballast for a new?

Yes.

I don't have the 2014 NEC, but in the 2011 410.130 (G)(1) requires you to install a disconnecting means in existing luminaries when you are replacing the ballast.

I don't go out of my way to follow it. If I have a disconnect on me when I'm changing the ballast I'll use it. I don't make a special trip out to the truck for one though.

We use fused discos... But im in a big office bldg... Better to blow a 6/10 fuse than take out a big area of ltg on a floor
