Also, you need to look at what type of power will be needed. If there's a tower crane, it'll need 480 3PH, also you might need to power up parts of the building with temp power before the POCO does the permanent service.

This can be a real trick on bigger projects, I've seen 480 3PH 800 amp temp boards loaded to the gills.

I pretty much agree with the other answers, but it also depends on how the construction is planned to proceed. I use 100 amp, 120/240 very often on small commercial and multi-family dwelling construction (apartments.)

Which would be useless on a project that needs 3phase to power large equipment. A temp. service is relative to the specific job, there isn't one size that fits all.
