Testing the Ground

ok so i guess the ground rods wont fix the electrolosys problem, my water meter has a jumper and its grounded to the main panel. any thoughts on if i disconnected the ground from the panel and see if there is any voltage to ground (stray current)??? just some thoughts

How about NOT disconnecting it and using an amprobe?
