I think it's the missing cover for the space in between the breakers.

If thats the cover on left the Vent at bottom is suppose to go on the top!

yeah we had to change out a couple breakers took us an hour to find the panel we needed. Needless to say we were a little unenthused when we found this bad boy staring us down... As far as the vent goes i'm not sure one of those situations where i was happy to be the apprentice running to the truck.
