When changing a panel do you cut the power at the weather head and call com ed to have them restore power or do you call them first and have them remove power coming in.

If your POCO does that call them and have them do it.

If the meter is locked and I'm lazy I just tape the Line real good, otherwise I pull the meter. The meter seals can be backed out by carefully pulling one on side with a pair of dikes, then reinstalled afterwards.

I always end up cutting them or breaking the seal. Maybe I don't have the proper amount of patience.

Cut at weather head then temp it back in when done. Your AHJ will then notify com ed that it passed inspection ( village or city) then an inspector from Edison will come out to approve it and make a work order.
