Siemens web site is just awful to find info on, but google was able to shed some light. I attached a couple spec sheets.

Looks like the lugs themselves it's 1/2" hex drive are 500 inch-pounds (~42 foot-pounds) and the 5/16" are 275 inch-pounds (~23 foot-pounds). The 9/16" nuts that holds the lugs to the meter base it's 250 inch-pounds, or ~21 foot-pounds.
