Hello friends,

I was upgrading an old 2 prong in a house I recently began renting when I ran into a snag. I'm an amateur, but am very handy (famous last words) and I was checking another 3 prong outlet in my home for an example of how I should wire up the 2 prongs I plan to upgrade. I shut the breaker off, so the pics will be dark below, but basically whoever fitting the 3 prong on the socket prior to myself living there did not ground the socket. Meanwhile I've been using it to plug my surge protector onto with a couple grand in equipment assuming it was correctly grounded. Never fear, this is now a another project to check grounds on the current 3 prongs.

My issue is, am I missing something? What the hell is that green wire tapped into the ground tab for? I have the black and white, but there is a green coming from the back side of the metal box too, and wrapped around one of the grounding screws which you'll see clearly in the pics. Is this confirmed that my box is grounded? Should I use the same tab the ground is on to ground the socket, or use the bottom one? I assume they would both work fine, but I don't want to mess up the old ground length on that top tab.

Any advice on to to proceed would be excellent. Thanks!
