Looks like a hose crimper. Western enterprises makes a similar tool (C-5).

Crimps brass ferrules on hoses. I used them mainly for air line but work for about any rubber or vinyl hose to nipple application.

I have that exact tool. It is used to crimp the ferrules on 1/4" or 3/8" air hoses. Well, it could crimp other types os hose, but I use it for my air hose fittings.
