Light bulbs inside of cabinets was for a long time a cheap way to keep a box warm. Looks like it is next to a roll up door? Might have been an early security panel or door controller that had issues with condensation from the door being opened on cold days, so they put in a 25-40W lamp to keep the temperature even.

That's just a fancy job site microwave. Made many of them on the site. You put in something frozen at break, 150 watt bulb, by lunch it's hot.

At least an effort was made to attach an EGC albeit a "bootleg" connection. And it did last for 50+ years. Dangerous by todays standards but back then the guy probably thought he did a good job.
