My guess is it's a fancy leakage current tester. A lot of equipment is hipoted as part of the safety certification.

I remember that in Great Britain, Home appliances have to be re-certified every two years. It was supposed to be a small service charge.
The unit shown might have a printer option, for reports to the AHJ.
