I was mostly worried about breaking any one of the many gauges in the piping on the floor. Then "I" would have needed the disconnect.

To me , that's a Subfeed panel so I would head it off at some clear location with a disconnect.

Sometimes it amazes me how little thought people put into access to equipment. I'm in the j-box camp on this one. If a breaker tripped and anything in that death trap was leaking, you would be standing in water while resetting. Then if you got shocked and fell, nobody could get to you! WP panel on the outside wall...
