From a Canadian perspective, the governing body that oversees maritime electrical work is actually the Coast Guard via Transport Canada and The Department of Fisheries and Oceans.

What is interesting in this is that this is Federal Organizations and the Scope of Work for all other electricians is provincially driven. It might be the same for aircraft electrical work too.

Now work in the shipyard itself would be governed by the provincial organizations just like any other commercial / industrial workplace.
