I don't know about Canadian codes, but I would probably be inclined to put at least weatherproof flap covers on the outlets if there is no permanent way to close the windows.
The customer's choice in flooring would probably be your best indicator on whether your outlet should be weatherproof or not.

WR receptacles just replace all of the steel components with brass and stainless. Honestly there not a horrible idea. The gfcis are practically the same price. The duplexes are a bit more then normal TR ones, but still relatively cheap. Dealt with tons of outside outlets in the past with rusted out screws and yokes.
